Invite to Tender - Ardoyne Youth Club External Evaluation

Ardoyne Youth Club

Ardoyne Youth Club is seeking submissions from qualified and experienced companies or individuals to undertake an independent evaluation of the National Lottery Community Fund funded “Believing in Youth” project.
We require an external evaluation report to assess the impact and effectiveness of the Believing in Youth project in delivering the stated outcomes for young people living in Ardoyne.
It should cover the following areas:
- • How Believing in Youth enhances existing Ardoyne YC services;
- • Evaluation of the effectiveness of delivery and youth led activities completed within the project;
- • Evaluation of the impact of the programme for young people using a process designed to capture extensive qualitative information on participant experience
- • Evaluation of young people benefitting most from youth work support (profile and target group);
- • Evaluation of the wider impact of the project on the local community and families
- • Evaluation of achievement of targets, as per grant agreement
- • Based on the findings, the report should make recommendations for future project development, delivery and funding opportunities to explore.
This work will involve the following elements:
- • desktop analysis of information provided by the Believing in Youth project team including original application information, annual reports and reports submitted to Big Lottery
- • qualitative individual interviews / case studies with young people, parents and community representatives
- • the use of survey / questionnaires as appropriate
- • the use of all information available via the Ardoyne YC online system for tracking young person participation and experience in the project (we use the Upshot online system)
- • an overview of where the project sits in relation to current and developing strategies focussing on the needs of young people in North Belfast, Belfast and the North of Ireland;
- • recommendations for delivery and to enhance the impact of the project at interim stage and recommendations for future work at end of project report
- • regular communication, meetings and update reports provided to the project manager and staff team
- • Production of interim and end of project reports
Timescale
Work should commence in October 2019. An interim report must be produced and signed off by Ardoyne YC by January 2020. Final report must be produced and signed off by Ardoyne YC by January 2022.
