This workshop will start by increasing your understanding of mental illness, the effect on housing provision and the practical tools and response options available to the housing professional. It will then explore hoarding disorder specifically; looking at how hoarding develops and building your understanding of how hoarders think and feel about their possessions. You will consider the best ways to support those with a hoarding disorder and the relevant legislation that shapes your obligations and response as a housing provider.

Hoarding disorder is now recognised as a distinct mental illness that requires a professional response. However, housing teams often struggle to understand different forms of mental illness and how to respond to associated behaviours.

This workshop will start by increasing your understanding of mental illness, the effect on housing provision and the practical tools and response options available to the housing professional. It will then explore hoarding disorder specifically; looking at how hoarding develops and building your understanding of how hoarders think and feel about their possessions. You will consider the best ways to support those with a hoarding disorder and the relevant legislation that shapes your obligations and response as a housing provider.

Learning Outcomes/objectives

This course aims to:

  • Differentiate between mental health disorder and learning disability, with a particular focus on hoarding disorder
  • Explore the legal and regulatory context within which housing providers support and address hoarding cases
  • Identify practical tools, approaches and responses by housing professionals.

By the end of this course you will be able to:

  • Explain what is meant by personality disorder and the implications for housing providers
  • Understand psychosis and consider practical helpful responses
  • Differentiate between mental illness and mental capacity or learning disability
  • Identify the lessons from serious case reviews (e.g. Fiona Pilkington) and relevant case law
  • Know the key legislation which applies to mental health cases
  • Clarify services, assess criteria and interventions related to mental health needs and how to effectively access them
  • Plan how to support individuals with hoarding disorder in clearance and change.

Frontline housing staff, their managers and other service providers supporting tenants with hoarding disorder and other forms of mental illness.

Jack Moore, consultant

Jack is a nationally respected equality, diversity, inclusion and customer services trainer and consultant with a range of public and private sector clients. With a successful public sector background and an understanding of the variety of client groups, he has the proven ability to put theory into real-life customer related scenarios and examples.

Jack has previously delivered this training for groups across the UK. The programme content has been revised to reflect the specific dynamics of the NI legal and social context.
