JOB TITLE: Finance & Admin Officer/Oifigeach Airgeadais & Riaracháin
RESPONSIBLE: Director/Stiúrthóir
SALARY: NJC scale PO1-PO2 (Subject to qualifications and experience)
PRINCIPAL RESPONSIBILITIES:
- Maintaining management information systems for financial and budgetary control.
- Ongoing management of the financial and administrative procedures in conjunction with the strategic objectives of the organisation and its funders.
- Line Management responsibilites for the Finance/Admin team.
DUTIES:
FINANCE:
- Establish and maintain a computerised management information system to support and control Feile an Phobail budgets.
- Implement and review all accounting system to ensure the efficient delivery of financial functions for the organisation.
- Be responsible for the preparation of financial projections, budgets and cash flow for Féile an Phobail, present monthly/quarterly statements of income and expenditure for all projects to the Management Committee.
- Ensure that Féile an Phobail complies with any changes in legislation relating to financial matters – e.g. VAT and PAYE.
- Ensure that the organisation complies with any liability regarding tax and liaise with the Inland Revenue as required.
- Develop effective use of computerised accounting systems, ensuring manual back up.
- Be responsible for ensuring that all aspects of Féile an Phobail’s current work and proposed developments are adequately insured, advising the Director/Stiúrthóir on any necessary changes or requirements.
JOB SPECIFICATIONS:
A suitable applicant needs to demonstrate the following in their application:
EXPERIENCE/QUALIFICATIONS:
ESSENTIAL:
- Qualified / Part qualified in an accountancy discipline with a minimum of three years experience; or five years experience in all aspects of the job description and the other essential criteria.
- Three years experience in the use on Sage Payroll and Sage on line accounts.
- Experience & knowledge of VAT, PAYE, SSP AND SMP.
- Excellent computer skills.
- Good sound knowledge of all aspects of accounting. Weekly and monthly payroll, running payroll year end, management of ledgers - sales, purchase and nominal, Bankreconciliations, Journals, VAT returns, internet banking and credit control.
- Knowledge and experience of completing funding applications and reports
- Knowledge and experience of a wide range of community, voluntary and statutory agencies and proven achievement through networking with same.
- Knowledge and experience of assisting with, and complying to, monitoring and evaluation procedures.
- Knowledge and experience of working to budgets and guidelines.
- Experience of supervising and supporting staff.

TERMS AND CONDITIONS
This Post is currently funded by the Arts Council NI up to the 31st March 2019 – and subject to continuation funding on an annual basis. This is a permanent post (subject to continued funding from the ACNI)
A probation period of six months applies to the post.
HOURS OF WORK
The post has a 37.5 hours per week
Time in lieu will be given when overtime is required.
HOLIDAYS
Twenty-five days per year in addition to the standard statutory holidays.
