BHCP is an umbrella organisation representing a range of community organisations in the Creevagh Springtown Wards of the City. Our aim is to provide a strategic partnership approach to responding to the needs of residents through effective services.

Partnership Manager

REF: BHCP/2017/PM

Salary Scale: NJC PO2: £30,320

Hours: 35 hours a week

Tenure: Fixed Term Contract (Until 31st March 2018 – (extension of contract subject to funding)

 

The Partnership Manager will have lead responsibility for the day-to-day management of the project and to support the development of the partnership and staff in the administration and delivery of services/ programmes. The Partnership Manager will have lead responsibility for the continued development and effective implementation of the BHCP strategic plan.

Essential Criteria

  • A 3rd Level Qualification in a relevant discipline, e.g. HNC in business management, social sciences or community development although preference may be given to those who possess a Degree in a relevant discipline.
  • 5 years’ experience of community development, 3 of which must be in a managerial role.
  • The ability to demonstrate at least 3 years experience in Project and Financial Management/ budgetary control.
  • Experience of Strategic Planning
  • Experience of working with and facilitating multi-disciplinary teams from the community, voluntary, statutory and private sectors.
  • Experience of managing or supervising staff
  • Experience of Monitoring and Evaluation programmes or projects
  • Experience of accessing funding and managing funded projects including both revenue and capital portfolios.

Roles & responsibilities:

 

  1. To manage the development and administration of the BHCP Partnership.
  2. To manage and control all aspects of financial management including budgets, control of expenditure and accurate accounts for the annual audit and ensure that these are reported to the Board of Directors as required.
  3. To prepare and submit funding applications to relevant agencies in order to support the work of BHCP.
  4. To annually review with the Board of Directors the Partnership Strategic Plan in line with the Neighbourhood Renewal Action Plan and other relevant strategies.
  5. To fulfil all contractual obligations to all relevant funders.
  6. To liase and work collaboratively with both internal and external partners.
  7. To be responsible for recruitment, induction, supervision, training and personnel issues, supervision and Line Management of core staff in compliance with statutory regulations and company policies.
  8. To manage a dedicated core staff team within the Ballymagroarty Hazelbank Community Partnership.
  9. To manage the implementation of the Partnership’s policies, procedures and Partnership guidelines and ensure core staff members adhere to them.
  10. To inform core staff and Board of Directors of developments and issues within the community, voluntary and statutory sectors that would impact on decision-making.
  11. To ensure the highest standard of performance within the Partnership by leading, motivating, inspiring, providing training and other opportunities for core staff.
  12. To co-ordinate the continued implementation of the Ballymagroarty Hazelbank Community Partnership Strategic Plan and its link to the Outer West NRP Action Plan.
  13. To create and implement a one year Operational Plan in consultation with core staff and submit to the Board of Directors for approval ensuring a linking with the Outer West NRP Action Plan.
  14. To continue to identify gaps in local community provision and to work with the statutory, community and voluntary bodies to ensure the expansion of the Partnership throughout it geographical remit.
  15. To animate and facilitate the implementation of an agreed integrated neighbourhood regeneration strategy and its link with the Outer West NRP Action Plan.
  16. To prioritise issues of social inclusion, community capacity and to support additional measures that develop innovative and appropriate initiatives that result in the on-going regeneration of the area in line with community development principles.
  17. To submit a monthly report to the Board of Directors on the financial status, staff progress and community development/regeneration initiatives.
  18. To plan and develop priority focus areas for BHCP ensuring that these areas link effectively with the overall action plan of the Partnership and the Action Plan of the Outer West NRP.
  19. To facilitate inter-sectorial partnership working, promoting the concept of the Partnership among all sectors through e.g. one to one meetings, focus groups, workshops and seminars.
  20. To identity and report on best practice models of neighbourhood renewal which have impacted positively on communities in comparable areas.
  21. To identify, lobby and enlist the support of key influencers and agencies that will contribute to the work of the BHCP and the Outer West NRP.
  22. To continue the development of a quality approach for BHCP ensuring that services are evaluated and monitored.
  23. To co-ordinate the provision of a comprehensive information service.
  24. To facilitate the maintenance and effective use of a comprehensive database and to review and update information resources such as newsletters, brochures, information packs, websites.
  25. To support the BHCP Board of Directors in providing input to policy-making at local, regional, national and international levels.
  26. To manage the development and administration of the Partnership.
  27. To implement and adhere to the financial policies and procedures of the Partnership.
  28. To manage and control all aspects of financial management including budgets, control of expenditure and accurate accounts for the annual audit and ensure that these are reported to the Board of Directors as required.
  29. To prepare and submit funding applications to relevant agencies in order to resource the work of the Partnership.
  30. To carry out any other duties falling reasonably within the competence and capability of the post holder assigned by the Board of Directors via the Chairperson.

     31. To ensure core staff is regularly accessed in terms of their performance and skill levels as may be appropriate in terms of their respective responsibilities and to make recommendations to the Board of Directors as training needs
