Call For Tenders - Central Referrals Project

Our vision, “Homelessness is Ended” is the start and end point for everything we do.  We are at an exciting stage in our evolution that will see the transformation of our organisation in a way that turns great services into fantastic services.  We are doing this for one purpose and one purpose only, to ensure that we achieve our shared vision – Homelessness is Ended.

Simon Community NI – working collaboratively with a sector-wide Steering Group - wish to procure a suitably qualified and experienced Organisation / Individual to undertake independent, sectorally meaningful and high quality research into the viability of a Central Referrals Project, including recommendations for implementation and cost benefit analysis.

Minimum Criteria

Those who meet the following criteria are invited to respond to this Specification of Requirements (SOR).

It must be clearly demonstrated as part of the SOR submission, how the following criteria is met, otherwise the tender may be rejected.

1. Any individual assigned to the contract must have a third level qualification and no less than 5 years’ research experience.

2. Demonstrable and suitable skills to engage with vulnerable people and/or individuals with complex needs.

3. Demonstrable knowledge and understanding of key and relevant public policy, legislation and funding issues affecting the homelessness sector.

4. Significant demonstrable experience of research skills and implementation of research methodologies.

5. Evidence of knowledge and understanding of the subject matter and demonstrable ability to deliver this type of research project.

6. Excellent report writing skills with the ability to write concise and inclusive briefing papers, reports and recommendations.
