This is a part-time post (a minimum of two days and up to three days per week, with a flexible working pattern that will be negotiated post-appointment). This is a two year fixed term role to cover a career break. There is an option for UR to offer an extension or conversion to permanent should the business need exist at the end of the period. The starting base salary will be in the range of £37,378 – £46,723 p.a. pro-rata. The successful applicant will normally be offered the first point on the salary.

Job description

Working within the Retail and Consumer Protection directorate and Corporate Affairs directorate, you will provide written and numerical analysis and policy advice relating to the regulation of the energy sector.  You will work across a variety of functions within a team-based environment and contribute to the delivery of Utility Regulator aims and objectives by analysing and advising on issues relating to the regulation of the energy sector.  This role is well suited to persons with strong quantitative and qualitative analytical skills, and excellent interpersonal skills. Any experience in the regulated energy sector and/or in utility regulation will also be valuable.

Essential Criteria:

1. A minimum of three years’ experience which demonstrates your ability to analyse complex information from a wide variety of sources.  This will include both written and numerical information.  Candidates should demonstrate in their answers both the ability to interpret information contained in complex reports, policy documents or legislation and the ability to analyse information using excel spreadsheets.

2. A minimum of two years’ experience of using your analysis to influence and enable decision making.  This will include providing solutions, providing high quality advice and providing oral and written reports.

3. Experience which demonstrates your ability to maintain and control governance procedures within a complex environment.

4. Experience of communicating with confidence and building and sustaining trusted relationships with internal and external stakeholders. This includes the ability to foster a climate of openness, respect and cooperation which enhances the Utility Regulator’s reputation.

5. Experience which demonstrates excellent organisational skills and proven track record of working to tight deadlines and budgets.

6. Experience of working on your own initiative and with a high degree of individual responsibility and as part of a team.

Interviews are expected to take place week commencing Monday 5 June 2017 in Queens House, Belfast.
