Through this appointment SACAG, will maximise the existing relationships between itself, the residents of the Glencairn estate and all major shareholders. The outcome will be a proposal to secure funding for a major social economy project.
The person appointed witll be responsible to the SACAG Project Board and will be accountable to the Company Chairperson.
KEY DUTIES
Scoping resources in the area – developing a clear picture of existing resources which can be harnessed to support the project’s development – maximising impact and reducing duplication;
Planning resources in the area – developing a clear picture of the gaps and support necessary to deliver the project;
Supporting the Project Board and the Community Reference /Steering Group – working through the governance arrangements required to make the project a success; developing Terms of Reference for an Economic Appraisal; arrange best practice visit(s) to models of good practice; developing the accommodation brief; identifying income streams and developing the business plan;
Developing connections / ensuring community ownership and engagement – engaging with all key stakeholders in the area – statutory & community; ensure community involvement through a local ‘visioning’ exercise to develop the concept;
Developing the physical concept – confirming land ownership; acquiring development lands for the social economy project; liaising with BRO/DSD, City Council, planners, design team professionals and potential funders; and
Ensuring local ownership and pride in the ‘asset’ which will be critical to the overall success and sustainability of the project.
KEY OUTPUTS
Development and delivery of a work programme up to 31 March 2014;
Development and delivery of an outreach process to support community engagement/animation;
Planning & scoping will be undertaken – this will ensure clarity of purpose and how the project interacts with existing provision;
Governance arrangements will be in place;
Community consultation will be completed;
Support will be provided to the Project Board and Community reference Group/Steering Group (all local stakeholders);
Economic Appraisal exploring the options for the social economy project will be completed; business case developed;
Working relationships will be built with Government Departments, City Council, statutory agencies, external bodies and charitable trusts to draw in assistance and obtain support for the project; and
Potential funders of the social economy project will be identified.
PERSONNEL SPECIFICATION
Job Title: Project Co-ordinator
ESSENTIAL CRITERIA
- Third level qualification in a relevant discipline (e.g. community development) or
- At least three years experience of project management and programme funding including developing, managing and evaluating economic and social development projects; and
- Experience in community development and community relations
- Knowledge of urban regeneration issues
- Ability to communicate effectively with key stakeholders – community & statutory.
DESIRABLE CRITERIA
- Knowledge of the Glencairn and Greater Shankill area
- Demonstrated track record of fund raising
- Proficient IT skills, e.g. Microsoft Word, Outlook, Excel, etc,
PERSONAL QUALITIES
Suitable candidates will demonstrate:
- An awareness of the aims, objectives and values of the St. Andrew’s Community Action Group
- A proven ability to write plans and reports
- The ability to think strategically
- Excellent written and oral communication skills
- An ability to demonstrate a high level of motivation
- A good working knowledge of funding policies
- The willingness to work unsociable hours as necessary
SALARY: £16332 paid monthly in arrears; the job will start on 1 August 2012 or as soon after as possible, and will terminate on 31st March 2014 at the latest
