This programme aims to enhance the substantive knowledge and practical skills for applying Human Rights Based Approaches to monitoring and evaluation.

Participants

Reflecting the multi-disciplinary nature of human rights based development, the programme is aimed at individuals from a range of disciplines, with experience in monitoring or evaluating programmes/sectors/institutions in developing and industrialised countries: officials with public and regulatory bodies; donor personnel responsible for commissioning and managing evaluations; IGO and NGO project managers, professional evaluators, etc. The programme is aimed at participants with prior experience in M&E, with a limited number of places allocated to those at entry level.

Methods

The Programme applies a variety of pedagogical techniques; presentations, plenary discussions, group work, role-plays, case studies, etc. The Programme is highly participatory and emphasises cross-learning among participants, based upon advance reflection. Advance reading provides participants with a common grounding in the international legal framework, human rights based approaches, evaluation theory and practice.
